Indonesia: U.S. Training of Kopassus

The East Timor and Indonesia Action Network (ETAN) warned President Barack Obama against renewing any U.S. training for Indonesia's notorious special forces.
"Training Kopassus will set back efforts to achieve accountability for past and recent human rights violations and will do little or nothing to discourage future crimes," said John M. Miller, National Coordinator of ETAN. "This is a bad idea whose time has not come."
The Obama administration is considering resuming training of Kopassus and may announce a change in policy when President Obama visits Indonesia later this month.

"It's impossible to credit Kopassus with human rights reform when it retains active duty soldiers convicted of human rights violations," said Miller. These include soldiers convicted of killing West Papuan leader Theys Eluay and the kidnapping and disappearances of Indonesian activists in 1997 and 1998.
 "For decades, the U.S. military provided training and other assistance to Kopassus, despite the demonstrated failure of international assistance to improve its behavior. Its widely acknowledged abuses and criminal activity simply continued," he said.

"Restrictions on U.S. military assistance to Indonesia provide leverage to support democracy and human rights in Indonesia. Working with Kopassus, which has a long history of terrorizing civilians, will undermine those fighting for justice and accountability in Indonesia and East Timor," said Miller.  

The initial offer of training is likely to involve Kopassus Unit 81, which focuses on counter-terrorism. Unit 81 was co-founded as Kopassus Group 5 by then-captain Prabowo Subianto, who later admitted his involvement in the kidnapping of student activists in the late 1990s. He recently ran for Vice President of Indonesia.
The U.S. has praised Indonesia's successes in fighting terrorism, but it is the police - not the military - who have the major role.

"Greater Kopassus involvement in counter-terrorism will undercut police and civilian primacy in this effort, while strengthening the military's controversial internal territorial role. This will only undermine the reforms that the U.S. claims to support," he said. 2011

The 911 Para-Commando Battalion is a Royal Cambodian Army special forces unit based west of Phnom Penh. Most of the battalion graduated from the Indonesian army’s special force, Kopassus, so the 911 is very similar to the Kopassus Battalion. In order to graduate from the school, all cadets have to pass the test set. On passing, cadets receive their own red beret and a badge wing. The Battalion has multiple units, including snipers, naval units, and an anti-terrorist division.

 The Operation Base of the special forces airborne 911 unit (SF-911) is near the takethmey village, Kambol Commune, Angsnoul District, kandal Province. This Unit is under direct Command of High Command Headquarter of Royal Cambodian Armed Forces. The SF-911 Have seven Branches with 14 Battalions under their control.

The SF regularly conduct trainings and joint exercises such as: * Special forces 6 course (commando Red Barret) * Airborne 11 Course (para) * Freefall 3 Course * Scuba 3 Course (Chhak Sea) * Terrorist Counter 3 Course (T.O) * Training has also been conducted in Indonesia under a special program at Batujajar. Batujajar military training center is located 22 kilometers from Bandung (West Java), where SF-soldiers have been trained in parachute jumping and Landing zone tactics.

Sukhoi's black box found by Kopassus TNI-AD team

Bogor, West Java (ANTARA News) - The black box of the Sukhoi Superjet 100 that crashed at Mount Salak in Bogor, West Java, recently, has been found.
The black box of Sukhoi Superjet 100 is finally found by the Kopassus TNI-AD's team at the bottom of steep valley in Mount Salak, West Java. Soon after the black box is found, it will be inspected by the National Committee for Transportation Safety (KNKT). "After checking it the National Committee for Transportation Safety (KNKT) confirmed that the aircraft item carried by the Kopassus team is the black box," the chief of the 061st Suryakencana Military Command, Col. AM Putranto, said. Black box is a common name for an instrument consist of two main part. They are Cokcpit Voice Recorder which records every conversations inside the cockpit, and Flight Data Recorder to record the performance of hundreds instruments that control the aeroplane.

Kopassus Soldier Honored for Foiling Jakarta Angkot Rape

A member of the Indonesian Army Special Forces (Kopassus), who thwarted an alleged rape attempt in a public minivan earlier this week, has received an award and a free flight to his Papuan hometown in recognition of his actions. Second Sgt. Nicholas Sandi Herawan, 24, earned instant fame after he foiled the alleged attempted rape of a 30-year-old woman while she was riding a public minivan (angkot) in Central Jakarta at about 11 p.m. on Monday.
The outgoing chief of Kopassus, Maj. Gen. Wisnu Bawa Tenaya, gave the award to Nicholas in Jakarta on Friday during a ceremony marking the former’s departure from the force and the appointment of the new commander, Maj. Gen. Agus Sutomo. Wisnu has been assigned to lead the Bali military command. “Nicolas is of a small build, but he has big guts,” Wisnu said during the granting of the award, the name of which was not immediately clear. He told other Kopassus soldiers to consider Nicholas a role model. “He exercised his battle instinct to help [a member] of the public. Kopassus soldiers must show this high level of care about the public. “Kopassus soldiers are select soldiers. They have to be able to carry out their duties in any kind of situation, either in [military] operations or peaceful regions. I hope there will be other Nicholases within the Kopassus force,” Wisnu went on. On Thursday, Jakarta Governor Fauzi Bowo said his administration had decided to grant Nicholas a free flight to Papua in appreciation for his actions. “I’ve instructed the transportation agency to grant him an award in the form of a free flight ticket, because I’ve heard that he really wants to go home to his hometown in Papua,” Fauzi said, as quoted by the official news site of the Jakarta administration, beritajakarta.com. “He should be a role model to many people.” Nicholas was driving his motorcycle near the angkot when he heard a woman screaming inside the vehicle. He followed the angkot and banged his helmet against the minivan, asking the driver to stop. Other motorcyclists noticed what was happening and lent their assistance. Realizing they would be unable to escape, the angkot driver and four other passengers who were allegedly attempting to rape and rob the woman pushed her out of the vehicle. Nicholas asked his girlfriend, who was riding with him, to assist the victim by taking her to nearby Gambir police station while he continued the chase. The pursuit ended in Dukuh Atas, Central Jakarta, where Nicholas was able to apprehend the driver, identified as a 16-year-old with the initials A.A. The suspect is now in custody at the Central Jakarta Police station. The four alleged accomplices managed to escape, along with the victim’s cellphone. Police later arrested two of them. Antara/JG

Sejarah Kopassus

Pada tanggal 16 April 1952, Kolonel A.E. Kawilarang mendirikan Kesatuan Komando Tentara Territorium III/Siliwangi (Kesko TT). Ide pembentukan kesatuan komando ini berasal dari pengalamannya menumpas gerakan Republik Maluku Selatan (RMS) di Maluku. Saat itu A.E. Kawilarang bersama Letkol Slamet Riyadi (Brigjen Anumerta) merasa kesulitan menghadapi pasukan komando RMS. A.E. Kawilarang bercita-cita untuk mendirikan pasukan komando yang dapat bergerak tangkas dan cepat. Komandan pertama saat itu adalah Idjon Djanbi. Idjon Djanbi adalah mantan kapten KNIL Belanda kelahiran Kanada, yang memiliki nama asli Kapten Rokus Bernardus Visser. Pada tanggal 9 Februari 1953, Kesko TT dialihkan dari Siliwangi dan langsung berada di bawah Kepala Staf TNI Angkatan Darat (KSAD). KKAD Pada tanggal 18 Maret 1953 Mabes ABRI mengambil alih dari komando Siliwangi dan kemudian mengubah namanya menjadi Korps Komando Angkatan Darat (KKAD). RPKAD Tanggal 25 Juli 1955 organisasi KKAD ditingkatkan menjadi Resimen Pasukan Komando Angkatan Darat (RPKAD), yang tetap dipimpin oleh Mochamad Idjon Djanbi. Tahun 1959 unsur-unsur tempur dipindahkan ke Cijantung, di timur Jakarta. Dan pada tahun 1959 itu pula Kepanjangan RPKAD diubah menjadi Resimen Para Komando Angkatan Darat (RPKAD). Saat itu organisasi militer itu telah dipimpin oleh Mayor Kaharuddin Nasution. Pada saat operasi penumpasan DI/TII, komandan pertama, Mayor Idjon Djanbi terluka, dan akhirnya digantikan oleh Mayor RE Djailani. Puspassus AD Pada tanggal 12 Desember 1966, RPKAD berubah pula menjadi Pusat Pasukan Khusus AD (Puspassus AD). Nama Puspassus AD ini hanya bertahan selama lima tahun. Sebenarnya hingga tahun 1963, RPKAD terdiri dari dua batalyon, yaitu batalyon 1 dan batalyon 2, kesemuanya bermarkas di Jakarta. Ketika, batalyon 1 dikerahkan ke Lumbis dan Long Bawan, saat konfrontasi dengan Malaysia, sedangkan batalyon 2 juga mengalami penderitaan juga di Kuching, Malaysia, maka komandan RPKAD saat itu, Letnan Kolonel Sarwo Edhie -karena kedekatannya dengan Panglima Angkatan Darat, Letnan Jenderal Ahmad Yani, mengusulkan 2 batalyon 'Banteng Raider' bentukan Ahmad Yani ketika memberantas DI/TII di Jawa Tengah di upgrade di Batujajar, Bandung menjadi Batalyon di RPKAD, masing-masing Batalyon 441"Banteng Raider III", Semarang ditahbiskan sebagai Batalyon 3 RPKAD di akhir tahung 1963. Menyusul kemudian Batalyon Lintas Udara 436 "Banteng Raider I", Magelang menjadi Batalyon 2 menggantikan batalyon 2 lama yang kekurangan tenaga di pertengahan 1965. Sedangkan Batalyon 454 "Banteng Raider II" tetap menjadi batalyon di bawah naungan Kodam Diponegoro. Batalyon ini kelak berpetualang di Jakarta dan terlibat tembak menembak dengan Batalyon 1 RPKAD di Hek. Kopassandha Tanggal 17 Februari 1971, resimen tersebut kemudian diberi nama Komando Pasukan Sandi Yudha (Kopassandha). Dalam operasi di Timor Timur pasukan ini memainkan peran sejak awal. Mereka melakukan operasi khusus guna mendorong integrasi Timtim dengan Indonesia. Pada tanggal 7 Desember 1975, pasukan ini merupakan angkatan utama yang pertama ke Dili. Pasukan ini ditugaskan untuk mengamankan lapangan udara. Sementara Angkatan Laut dan Angkatan Udara mengamankan kota. Semenjak saat itu peran pasukan ini terus berlanjut dan membentuk sebagian dari kekuatan udara yang bergerak (mobile) untuk memburu tokoh Fretilin, Nicolau dos Reis Lobato pada Desember 1978. Prestasi yang melambungkan nama Kopassandha adalah saat melakukan operasi pembebasan sandera yaitu para awak dan penumpang pesawat DC-9 Woyla Garuda Indonesian Airways yang dibajak oleh lima orang yang mengaku berasal dari kelompok ekstremis Islam "Komando Jihad" yang dipimpin Imran bin Muhammad Zein, 28 Maret 1981. Pesawat yang tengah menerbangi rute Palembang-Medan itu sempat didaratkan di Penang, Malaysia dan akhirnya mendarat di Bandara Don Mueang, Bangkok. Di bawah pimpinan Letkol Sintong Panjaitan, pasukan Kopassandha mampu membebaskan seluruh sandera dan menembak mati semua pelaku pembajakan. Korban yang jatuh dari operasi ini adalah Capa (anumerta) Achmad Kirang yang meninggal tertembak pembajak serta pilot Kapten Herman Rante yang juga ditembak oleh pembajak. Imran bin Muhammad Zein ditangkap dalam peristiwa tersebut dan dijatuhi hukuman mati. Pada tahun 1992 menangkap penerus Lobato, Xanana Gusmao, yang bersembunyi di Dili bersama pendukungnya. Kopassus Dengan adanya reorganisasi di tubuh ABRI, sejak tanggal 26 Desember 1986, nama Kopassandha berubah menjadi Komando Pasukan Khusus yang lebih terkenal dengan nama Kopassus hingga kini. ABRI selanjutnya melakukan penataan kembali terhadap grup di kesatuan Kopassus. Sehingga wadah kesatuan dan pendidikan digabungkan menjadi Grup 1, Grup 2, Grup 3/Pusdik Pasuss, serta Detasemen 81. Sejak tanggal 25 Juni 1996 Kopasuss melakukan reorganisasi dan pengembangan grup dari tiga Grup menjadi lima Grup. Grup 1/Parakomando — berlokasi di Serang, Banten Grup 2/Parakomando — berlokasi di Kartasura, Jawa Tengah Grup 3/Pusat Pendidikan Pasukan Khusus — berlokasi di Batujajar, Jawa Barat Grup 4/Sandhi Yudha — berlokasi di Cijantung, Jakarta Timur Grup 5/Anti Teror — berlokasi di Cijantung, Jakarta Timur Detasemen 81, unit anti teroris Kopassus, ditiadakan dan diintegrasikan ke grup-grup tadi. Sebutan bagi pemimpin Kopassus juga ditingkatkan dari Komandan Kopassus yang berpangkat Brigjen menjadi Komandan Jendral (Danjen) Kopassus yang berpangkat Mayjen bersamaan dengan reorganisasi ini. Kopassus (a portmanteau of "Komando Pasukan Khusus" or "Special Forces Command") is an Indonesian Army special forces group that conducts special operations missions for the Indonesian government, such as direct action, unconventional warfare, sabotage, counter-insurgency, counter-terrorism, and intelligence gathering. Kopassus was founded on April 16, 1952. It is gaining worldwide attention after the successful hostage release operation of Garuda Indonesia Flight 206.
The Special Forces quickly made their mark by spearheading some of the government's military campaigns: putting down regional rebellions in the late 1950s, the Western New Guinea campaign in 1961-1962, the confrontation with Malaysia from 1962–1966, the massacres of alleged communists in 1965, the East Timor invasion in 1975, and the subsequent campaigns against separatists throughout Indonesia.
Kopassus is alleged by external media and human rights-affiliated NGOs to have committed violations of human rights in East Timor, Aceh and Papua and the capital Jakarta. Notably in the Western press, published articles in mainstream media may include epithets such as "the notorious Kopassus"
